They can be made to sense each other, which would get around the difficulty of making sure they don't gather too much energy or the wrong kind. If I made them in a pair, it'd just be as simple as them finding the other half of the paired set.

That's difficult to say without more testing, since I hadn't designed them for this, initially. It would be easy enough to make the range the size of this settlement, but larger than that would require testing specific materials and techniques to develop.

That's perfectly doable. As I said, most of the time will be in creating the tracking devices and making sure they work properly when exposed to salt water and sea air, instead of just inside my workshop.
